1. Introduction On 28 April 2025, the International Law Commission (ILC) held the first meeting of its 76th session in Geneva. However, the atmosphere this year was overshadowed by one pressing concern: time constraints. In its 75th session, the ILC had decided that, as usual, this session would be held in two parts: from 14 April to 30 May and from 30 June to 30 July 2025. Nevertheless, the session did not take place as planned. Due to the liquidity crisis currently affecting the United Nations system, the original programme of work was reduced by more than 50%, from twelve to five weeks. This was an unprecedented situation, as ILC sessions had previously lasted from ten to twelve weeks. The only previous interruption to work was in 2020 due to the pandemic.
